Outside NT, Josephus is the main historian for Palestine during Jesus' life.— Peter J. Williams (@DrPJWilliams) March 28, 2019
His Antiquities Bk 18 covers 32 yrs ca. AD 6-38.
At ca. 15,764 words it's shorter than Matt (18,347)/Luke (19,463)
He has <500 words/yr.
It's absurd to think he should mention everything significant.

I presume papyrii and other ancient textual records were more difficult to obtain than today (e.g. expensive). In any case, the Gospel writers may very well have had word limitations in how much they could include in a manuscript. Hence they likely had to be selective in what they included.
