Three points to be made: First don't hold your breath thinking any broad "liberalization" is on the horizon, Second consideration of these issues has been ongoing for a long time and Third BXVI is in some sense responding to this ongoing speculation.
I would point out that your posting of this article at all, and especially without noting the date of the article (and the fact that the rumored letter never materialized) could easily be interpreted to arise from very ugly motivations.
Did you happen to notice that the Pope just gave a book length interview to a German newspaper entitled "Light of the World: The Pope, the Church and the Signs of the Times", and that the Vatican newspaper ran excerpts of the book on Saturday 11/20/2010?
Three points to be made: First the article Steve links to is a mere 5 years old, and now the Pope is on the record encouraging sodomites to wear prophylactics to avoid HIV transmission, Second for the Vatican to move this quickly (just 5 years) indicates this is a "fast track" item for BXVI, and Third through his interview BXVI is clearly preparing the faithful for the forthcoming approval of condom use for married couples with AIDS.
It's called a slippery slope for a reason.

Which is why this article supplies useful background information when we interpret the pope's statement. This didn't come out of the blue.

i) According to a Vatican spokesman, the pope has already broadened the scope of his original statement:
"The Vatican spokesman, the Rev. Federico Lombardi, told reporters Tuesday that he asked the pope whether he intended his comments to apply only to men. Benedict replied that it really didn't matter, the important thing was that the person took into consideration the life of another."
ii) I didn't say if it represents a "liberalization" in the Vatican's policy. But it may well represent a shift.
