  5. While voting carries significant consequences, the autonomy of the state is perhaps more significant, even pervasive, and certain departments, divisions, etc., maintain their authority and general independence regardless of which party is elected.

    But maybe Goldstein has something else in mind, like the Illuminati. Good organization, that, although they've definitely lost ground to the Knights Templar, Majestic 12 (through its proxy UNATCO) and the French resistance cell Silhouette.
