In his section on the fate of suicides, Steve cites a Catholic source commenting that "the older law was applied more leniently than it read". It's not as though the beliefs and practices of the Second Vatican Council and beyond came from nowhere. They had precursors. All the examples you gave prove this. If you look at the dates when all the reversals occur it was all after the sixties. I find that interesting. You can say Vatican 2 was the moment when Rome really decided to continually condradict itself. I think all this back tracking is a symptom of the modernist and liberal takeover of the Roman Church of the past 50 years.
