Yes God sovereignly orchestrated Pharaoh's actions, but Pharaoh acted according to the desires of his heart. I believe that when God hardened Pharaoh's heart, it wasn't that God was putting evil into his heart, but that God was lifting his hand of restraint and allowing the evil already present in his heart to have its way -- God simply directed it to His own ends and for His own glory.
